Which do you consider more valuable? Formal education or skills and why?
This question is very difficult to satisfy. I think invincibly that this question is related to the organization level of country's education systems. For example, in the majority of the underdeveloped countries, the school system is badly managed so that it does not produce professionals in adequacy with the work market. Moreover, these systems can train specialists in bad level.
The qualification being practical, it does not obey the rules of the formal education institution. The qualification in this context is adapted to the work market, concrete more valuable and practical. Its existence is not contradicted. On the other hand, in any country where the school system is well organized and managed, the formal institutions produce as many professionals and specialists in good level as the country can and need. In these countries, the good qualification is obtained in the formal education. There is however no reason to dissociate them. The one cannot exist without the other. They therefore are naturally tied.
